The Civil Rights Act of 1866 was passed by Congress
on April 9, 1866 over the veto of President Andrew Johnson.

I've looked at quite a few sites and they all corroborate this data.

Tyler

I'm going to rescind my answer, as I suspect I am guilty of jumping on the first source I saw and assuming its accuracy. Several others bear out Sher's, including the following link.

While not giving the date, the Time Almanac 2003 also agrees that it was Tyler.

Sagus, thanks for the question, and thanks to Sher and Sailracer for the sources. It is not only the variety of the questions, but also the accuracy of the answers and the sources given that make this the best place on the Internet for Trivia.
