Buchanan, Polk's secretary of state, was appointed minister to Russia in Jackson's first term:

"It was as far as I could send him out of my sight, and where he could do the least harm. I would have sent him to the North Pole if we had kept a minister there!"

That's funny. I kept thinking about Jackson, because he had such problems with his cabinet, but just couldn't 'see' Buchanan as the guy. Buchanan was known as a 'Nancy Boy' and it is unlikely that Jackson would have put up with him. I just couldn't put it all together for this one.
