If I'm not mistaken, that was Bessie Coleman, in 1921. She was also the first black women aviator and stunt pilot. Unfortunatly she was killed when her plane crashed in Florida in 1926.

You are not mistaken, Sailracer. B.Coleman had to move to France in order to get it because in the USA it would have been impossible,in those days, for a woman, especially black, to earn it. Source
