Clyde Tolson, Associate Director of the FBI.

Tolson was a lifelong bachelor, and since at least the 1940s, rumors have circulated that he was homosexual. It has been suggested that his long association with Hoover, was that of a gay couple. He was also Hoover's heir. The two men were almost constantly together, working, vacationing, and having lunch and dinner together almost every weekday
