Since mental illness can often be just as disabling as physical illness, I do believe there are some people who can not work. Although, I think most people with mental illness, can receive treatment and medication that will allow them to hold down a job. I don't think its a matter of menial work, but a matter of finding what suits that person, depending on the type of mental illness.

Some persons are so mentally ill that they must be institutionalized. Yet, I suspect that many of them are taught how to do things which noninstitutionalized persons take for granted, for example, eating from a plate with utensils and keeping a tidy bed.
