The problem is the square root of 4 over ten. And I have it as the sg. rt. of 4 over the sg. rt. of 10. but im lost after that. Can some one please help?

It is unclear from your wording as to what the problem is. If the problem is
(sq.root of 4)/10 ,
then since the sq. root of 4 is 2, then the answer is
2/10 which reduces to 1/5 (or 0.2 in decimal form).
If, however, the problem is
sq. root of (4/10),
then you are correct in saying that is the sq.root of 4 divided by the sq. root of 10, which is 2/sq. root of 10, or 2/3.16, which equals 0.63.
Also don't forget that the square root of a number can be either positive or negative, so the correct answer is +/- 0.2 if the problem is as stated in the first case, or +/- 0.63 if the problem is as stated in the second case. If indeed your problem is the 2nd case, another way to look at this is
sq.rootof(4/10) equals sq. rootof(2/5) equals
sq.root of 2/ sq. root of 5, and since it is standard practice not to have a radical in the denominator of a fraction, it is best to multiply your result by sq.root of 5 / sq. root of 5 (since you can always multiply a number by one and get the same result, noting that sq. root 5/sq. root 5 is one), then the answer is
(sq. root 2)(sq. root 5)/5 which is
(sq. root of 10)/5 , which also must work out numerically to +/- 0.63. If you need more help, please post again.
