In our neck of the woods, the addresses are determined by mileage, and were all set up in response to our area beginning a 911 system, where all the houses needed a specific number. So whichever agency oversees 911 is the one which determines addresses in rural areas. Here, the specific numbers of specific houses correlate to mileage. Adresses start with lowest numbers on the southern or eastern end of a road or highway and going higher in number the further north or west you travel. Now that this is all clear as mud  , I'll try to make it clearer. In our area, houses less than a mile from the south or east end of the road are numbered 0-999. Between 1 and 2 miles, 1000-1999 and so on. If a house is exactly half a mile north, for instance, the address will be 500. A mile and a half north, 1500. 1.876 miles north, 1876. And so on. 27.83 miles north, the address will be 27830. Hope that makes it clearer (but I'm confused at my own explanation)
