The one on your house is easier to remove (base and all) than removing a telescoping tower which will require a minimal depth set in concrete based on its height and on the freeze depth of your area. If you have the space and the desire to fly a flag at height, then by all means put in a telescoping pole. Personally I used a TV antenna telescoping pole, painted it with a good rustoleaum kind of paint, attached hardware (pulley, rope, blah) and sunk it into a concrete base which has another bit of pipe inside thus the pole is not "permanent" itself - but can be pulled out of the pipe in the ground (sunk about 24 inches deep). I'm cheap, er I mean frugal  The pros and cons other than removal should you or the next owner choose so are not there. Well other factors include price and your personal take on aesthetics.
