I recently dug up a small ceramic item that I can't identify. It is a small yellow rose that has holes in the top similar to a floral frog or maybe a salt or pepper shaker, however it is shaped more like a wine stop. It is about one inch long and the rose is about 1/2in in diameter and has seven small holes in the top. What is it?

If there a lip on the bottom then there could have been cork around it. If so, it could have been used as a sprinkler in a small bottle.
