Lacie our 5 year old Female Schipp is occasssionally snapping at Jaden, who is 13 months old, and starting to walk and get into things and at things (like the dogs). Rajah looks resigned, but Lacie will growl lowly occassionally or mildly snap at her.

How can I train Lacie out of this before something truly bad happens.

I think a lot of that depends on what Jaden is doing. If she is really bothering or hurting the dogs, then of course she has to be made to understand that she can't do that. But if the dog is just annoyed by a new little critter in the house and isn't actually being harmed, the best thing to do is to correct the behavior as soon as it happens -just as you would correct any other behavior you don't like.
If Lacie is growling at her or snaps at her unprovoked, an immediate scolding in a tone the dog recognizes as "bad dog" should start to get her to understand that she can't react that way. And don't forget to praise the dog when Jaden interacts with her and the dog does not react negatively!

Lacie is laying on the couch.. and Jaden cruises past her, maybe hesitating in observation, and Lacie does a low warning growl snap.. occassionally makes skin contact... NEVER breaking the skin and not always even touching..50% of the time.

When it happens she gets kennel time after a sharp verbal admonishment.

I wince when a child, mislead by its own mother, tries to pat a dog on the head. No child (or adult, come to that) should be allowed to pat a dog on the head.And they shouldn't make eye contact with a dog. Small children are excellent at staring at the 'doggy', without realising that they are doing so, all the while making the dog anxious and, in some cases, prompting it to attack them.
