OMG! A 700.00 vet bill? I'm afraid to ask what the former owner of this dog did to it? Eek

If the dog is 3 years old, I'm thinking that it has deep rooted issues with its abuse. I think the best thing for you to do, is ask your vet. A dog at the age of 3 should be potty trained for almost 3 years.

I hope you can make it all work out, and cheers to you for taking in this poor little guy.

one of my sudden thoughts is this.. if she was THAT injured.. she may have had damage to the muscles that control continence.

One thing you may want to consider is puppy school. If you have a pet store nearby, go there and ask them what they suggest for a dog in this situation. She may be too old for puppy school, per se, but there are obedience classes for dogs of all ages and they may be able to give you some pointers -just start asking them with a cart full of stuff you plan to buy. ;-)

Another tactic is, every time she has an accident indoors, you pick her up and immediately rush her outside -even if she’s still peeing while you do it. You say “no!” (or whatever your chosen ‘bad dog’ command is) when she does it, and then praise her once she gets outside. She needs to understand that it’s not okay.

But Sherasi’s right, too. Maybe she CAN’T control it. And to find that out, you would have to check with the vet. Or observe her. Does she get anxious at all and then just let loose? Does she find a corner to go, or just go where ever she pleases? She may truly not understand that she’s supposed to go outside. Her signals for “out” may be subtle so you have to pay attention to what she’s doing and see if it looks like she’s trying to hold it at all, or just going as she pleases.

i think school is out for her but I'm also sure that she can be trained shes kinda scared of adults Ive been noticing but really good around the kids. its funny well not real funny but she wont go out side unless she goes,s for walks but as soon as she gets inside and your not looking thats when she goes. Ive been getting her out side when ever i notice then tell her and so forth . not getting any progress at all here . maybe ill just have to leave her with the kids to train and see if they have better luck. maybe she cant control it cause of the abuse i don't know. i know shes a good dog but really scared .maybe it will just take a lot of time with her. ill keep on trying different techniques. thank you for your imputs ill keep trying

Then you have to take her to the vet and see what is wrong, and/or to a trainer who can help you control her bad habit. You can’t have an animal using your house as a bathroom. That smell just doesn’t come out. Unless you want to try to litter train her, which is a whole other bag of nuts.
It may just take time, but if I were you I would check into correcting this behavior as soon as possible rather than later.
