I have an XLS file that I downloaded that I can't open properly. The person I downloaded it from tells me that it is an Excel file. Is there any way for me to open this if I don't have Microsoft Office?

There are a couple of choices. If you have Quick View installed, you should be able to right-click the file and click Quick View.

Microsoft has a free Excel viewer available for download.
