The easiest and best way would be to archive your file with a program like winzip or Zip central, which can then be set to ask for a password to extract it again
The other program you can try is WIN RAR this has a Lock archive function Only snag is that it's Shareware Pay after 40 days use www.rarlab.com/download.htm But as Puta says Winzip is always Good value (Ps it is built into Windows XP less the external controls) www.winzip.com

Windows 98 uses FAT32 (or, if you used the 'upgrade' function to go from Windows 95.. FAT16). These filesystems do not have a user-security model.
You can either archive them using a compression program as mentioned above.. (what are you trying to protect, first?) or you can upgrade to a newer version of Windows - which would use NTFS (happens to have a complete user-security model built-in).
