Click Properties on the Recycle bin file.
under the Global tab (if you have more than one drive) tick the "one setting for all drives" or tick the other box to setup separate drives and..... this is where the prob must lie, pull the slide bar to about 10% (yours must be on Zero!!

) and tick the " display Delete Confirmation Dialog" box beneath this.(then apply/OK)
This should put things back to rights?

Putting the recycle box to 0% causes an "Auto delete" Dwight will confirm this.It acts something like the temp files cache. If overcapacity (set too small) or too many then it ignores or starts purging older files (Hope that sounds right?)
As to the other item look down the page for "Popit! Tool: tick "Immediate Notification by Email" and you should recieve fresh replies about every 1-2 hours
Or press the PopIt! button underneath this answer for the same thing tick "bottom" box then hit the "POPit for Me" button to set it and close the box
