I know the signals are completely different and PC AGP out or whatever to TV is never as clear as a monitor. But is there anyway to improve the picture on the TV?

Im my opinion Philips® has the best picture quality of TVs. They have things like pixel plus® which gives 50% more pixels that regular TV. You should check the website I provided.

If both your videocard and TV have S-video jacks, using those instead of the composite (RCA) connections will substantially improve the picture.
The better solution is an VGA-to-NTSC converter (often called VGA-to-composite). Even the cheaper ones generally provide higher quality video than those on videocards. Use the S-video output from the converter if possible.
Only Hi Definition TV will give you a picture close what a good monitor will. Plain and simple: Standard TV's do not have good video !! Using the S Video connector into an S Video TV is the best you can do for present.
