Where I live it is not possible to buy chili powder. Now I know that chili powder is made up from ginger, cumin, red pepper, garlic and some other stuff... How do I make chili powder on my own?

Combine all ingredients; store in an airtight container.

I don't know where you can find the cumin.

While not being a real hot food enthusiast, I remember Dad, retired chef, that many kinds of Chile powders. Mexican and Asian just to mention two. You can’t use Mexican in Asian dishes and Asian in Mexican dishes. They just won’t be right.

Just like anything else, just to taste.

See this.
