I haven't made one -- yet. But I'd go to a hobby shop and buy an assortment of small, pretty beads. One color, jet for example, would be nice. For a first project using one color has the advantage of not showing flaws in the pattern.
I would make a simple bag with a firm material in the same color as the beads and line it with a luxury fabric. But don't stitch the lining in place yet.
I would attach the fastener -- fold and snap, zipper, whatever, and then sew on the beads. I wouldn't put more than one on the needle at a time, even if they're small. More than one makes a 'direction' in the bead pattern, and commits you. Only sew a few beads with one thread, then tie the thread inside.
When the purse is entirely covered, look for any flaws or blanks and correct them. Since you have only stitched a few beads per thread, and then tied off, this won't be a problem.
Finally insert the lining and sew it with very small stitches right up to the fastener.
If you make a small purse -- e.g. a 'clutch' -- you will then decide whether it was worth the trouble or not, and if not, you have not wasted much time or material. If it works, you can tackle a bigger project!
I put some glass beading on an antique leather purse not long ago and it was beautiful! I plan to do other projects with glass beads.
