Guaranteeing an equitable split of Iraq's natural resources is essential to the future of the country. The non-Kurd Sunni need to know that they won't be shut out of oil profits. If this passes, it is a big step towards a unified Iraq. It will be necessary, however, for the Sunni/Shia warring to stop. Until it does, Iraq will remain a war zone.
(I see in the article that Iraq's oil production is up to about 60% of what it was under Saddam! Another bright side of our invasion is that there are fewer Iraqis to split the oil profits. The fruits of our invasion will never cease. )
