The awkwardness of the language in the ad is revealing - 'In honor of the tragedy that rocked the world...'. We don't 'honor' tragedies. I bet there was some head-scratching about what wording to use; the honest choice would have been 'To cash in on...'.
As to how offensive it's possible to be - Bush & Co used the national mood in the US after 9/11 to push their pet scheme to invade Iraq, an offensiveness they've compounded by making a catastrophic mess of it. I think that beats any tacky coin offers.
Hey can't fault them for doing what so many others have done, use the events of 9-11-01 for personal gain.

most, if not all, of them are milking 9/11. I guess if bush can use photos of bodies being carried out of the wreckage and video clips of him hugging little girls whose parents died in the attack after promising he wouldn't use it for political advantage, you can't blame the rest of them. After all, millions of people approved of bush in that election.

It's just the reality of politics in this country. It disgusts me more that the American people can be swayed so easily by emotion and anger. If there is political advantage to be gained then I believe there will always be a politician to take advantage of it.
I don't like Giulliani. I don't trust him and I think he should find another city to run... not the country.
