If a binding resolution was passed, wouldn't Bush just add a signing statement saying he can do as he pleases?

I think the non-binding resolution is good tactics. If the Dems actually stopped the war, the republicans would always be able to insist, like some still do re: Vietnam, that they would have beeen victorious in a few more months, etc. This way, when the whole sorry mess, even with the new General, more troops, etc. ends in disaster and civil war, the Dems can say, "We told you so!".

And you blame the democrats for not stopping it? And if they did, would you also blame them for not supporting our troops?

............................................... Hi Frank: If you reread my original post I didn't blame the Democrats for doing nothing...I blamed the entire Congress for doing nothing. We went thru this same crap in Viet Nam. Neither side really wants to stop this war!!! hippolips
