LR, as I see it, reading the link you posted, such legislation isn't going to happen.
Maybe they have the right idea in the UK:
Obese and overweight adults in England could be paid to lose weight under plans being considered by the Government. The new strategy to tackle poor eating habits and sedentary lifestyles includes the suggestion that people should receive financial rewards or shopping vouchers for achieving and maintaining a healthy weight.
Just because this wasn't published on April 1st there's no reason to think it isn't an English joke, dg (You did note that you'd been away from the UK a long time: the government has a sense of humour, remember )
Let's see: someone is 20 stone [280 lbs]. They go on a crash diet and lose 5 stone. They colect the reward. They spend the reward on food, because they're hungry after all that dieting. They hit 20 stone again then...
Of course, that assumes the reward is in cash. The key is in this being promoted as 'carrots for the obese'.A letter writer to The Times spotted this and said that giving the obese carrots seemed a good idea !
