CitriSolve, available in most hardware stores, works miracles on that horrible half fossilized layer of dust and grease....and smells wonderful, too! Test a spot first to ensure that it won't damage the paint (I've had no problems, but still...) I use a solution of half CitriSolve and half very warm water, apply with a rag, let it stand about 3 to 5 minutes, depending on how bad the layer is, then use the edge of a credit card to scrape the goo away. Use a rag or scrubbie sponge to wipe away residue. If it's REALLY badly built up, you may have to do the soak and scrape process twice. That's why I hang on to the cards that show up with all those "Invitations" to apply for a card, they make great household scrapers.
