You're really looking at two separate things here, Yelena.

14:00 is nothing to do with time zones. It's a clock time on the 24-hour clock (sometimes called "military time", though lots of other people use it too). Interpreting the time is quite easy. 00:01 is one minute after midnight, to start with. That's not difficult, is it? 08:30 is 8:30 a.m. and so on up to 12:00, which is noon. When you have an hour figure more than 12, just subtract 12, and it's p.m. So 14:00 is 2:00 p.m., 16:45 is 4:45 p.m. and so on up to 23:59, which is one minute to midnight.

Time zones are a different matter. The standard time from which all others are measured is Greenwich Mean Time (GMT), simply because it was astronomers in Greenwich, London who standardised it. By the time the sun gets round to California it's eight hours later than here, so Los Angeles is 8 hours behind London. The East coast of the US, as you may know, is only 5 hours behind London, giving a 3-hour difference across the US. Your time zone is, I believe, GMT - 7, while ours is GMT + 1 (both on daylight saving time).

Right now it's 23:40 here, and probably 15:40 with you!

just to help you a little further:
00:00 = midnight
01:00 = 1 a.m.
02:00 = 2 a.m.
and so forth
12:00 = noon
13:00 = 1 p.m.
14:00 = 2 p.m.
15:00 = 3 p.m.
16:00 = 4 p.m.
17:00 = 5 p.m.
18:00 = 6 p.m.
19:00 = 7 p.m.
20:00 = 8 p.m.
21:00 = 9 p.m.
22:00 = 10 p.m.
23:00 = 11 p.m.
24:00 or 00:00 = midnight
