are pilots all over the world supposed to speak english with the flight support for international flights? I imagine that if they speak the language of the country, they don´t have to speak english. is this right?

English is spoken by all commercial pilots...All control towers around the world use English as the common language of choice and is actually the international language..All ships transiting the Panama Canal speak English....

If you peruse the State Department's web site (look into the travel warnings link), they have a notice for each country explaining how well the country complies with FAA standards. (The FAA only has jurisdiction in the US, but the state department uses their standards as a way to measure safety and security of foriegn air fields.)

Some countries choose not to comply at all or are too far behind in technology or can't ecomonically justify upgrading. So I suppose that whatever language requirements are set, not all acknowledge them.
