I'm not sure I understand your question JR. Are you asking if carry-ons are allowed on a plane? Or do you want to know if liquids are allowed in carry-ons?
You are allowed 3 ozs of any "approved" liquid or gel product which must be in 3 oz containers or smaller. The containers must all fit in 1 quart size clear plastic zip-lock bag. And only one bag per person. This can be in a carry-on. And as for size of carry-on, each airline has their own specs which can be found here

Carry-Ons were prohibited for a very short time and then only with Britain's trans-Atlantic flights. This was back in August of this year, right after the British officials found out about a terrorist plot to blow up several US bound airlines.
