Why was a wall built around West Berlin, but not to separate East Germany from West Germany? Was there not a refugee problem there, as well?

They had the usual border conventions of fences, cleared areas and such, but the length of the line would have made a wall, as such, impractical. After all, highways, rail lines, rivers and canals all crossed the border at many places, and there was a considerable east-west trade.
