According to my dictionary it was apparently a mispronunciation of the "Ws" - wubble youse!

The Industrial Workers of the World were somewhat unusual in being willing to recruit racial minorities (as opposed to national minorities, who made up the bulk of other unions in their day). The "Wobblies" nickname came from a Chinese mispronunciation of the initials, which sounded to a northwestern sheriff like "I wobbly wobbly."
