My daughter has acquired a kitten. (don't ask)
It is about 10 weeks old. She is feeding it kitten biscuits mixed with a little kitten meat. Is it ok to give it meat at such an early age? Also, when can it go outside and wear a collar. Having never had young cats before I haven't a clue.

Your kitten should not be allowed outside until at least a week after it's finished it's first round of vaccinations which is about 13 to 14 weeks.

The food should be specific for a kitten's needs. There are foods which have been specially formulated for kittens because they have different nutritional needs to the fully grown cat. However they can start eating small pieces of chicken or fish as early as 6 weeks.

If you want the kitten to wear a collar wait until it is about 5 months old and then I suggest one that has an elastic insert. Make sure there are no rough edges around it and you should be able to fit 1-2 fingers underneath it. Collars in kittens is not a great idea - they can be problematic because kittens will try to get the collar off and can choke on the buckle or bells or trinkets attached to a collar.

as far as i'm concerned the kitty should never be allowed outside unless it is on a leash. they face all kinds of danger, traffic, dogs, people who don't like cats, mean kids and disease. studies have shown that indoor cats live a lot longer than cats that are allowed outside. i know not everybody will agree, but i have never had a outside cat live longer than 2 years. i quit letting my cats out long ago. they are just not safe outside. i also agree that you should get food that is made just for kittens. it has the nutrition that the kitty needs to help it grow up healthy.
