Yes, just like humans there are emotionally and mentally different cats. Many times vets tell me about kittens that when born they were starved for oxygen and had mental and coordination problems.

We had a slow cat, we got him and his brother at the same time. The slow cat, Tommy was much smaller than his litter mate and it took him much longer to learn normal cat things, like jumping on things, etc.. He didn't even know how to drink out of a water dish, he would sit and watch his brother and then try himself. He ended up dying at age 2, but he was the sweerest animal I have ever seen, very lovable. I miss him!! Frown Angela, like the above post said, probably oxygen deprivation, also being the runt he was probably kicked aside during feedings and never received proper nutrition.
