I include a water border, as does the state of New York, the state of Rhode Island, and the US government. The state of New York and the state of Rhode Island and Providence Plantation (the complete name of that state) border each other between Montauk Point at the eastern tip of Long Island and Block Island, RI. Also, Fishers Island, New York lies just a few miles off New London, CT and Napatree Point, Rhode Island.
