In which two places, one an island and one a province, outside Ireland is St Patrick's Day a public holiday?

Did you find out why Newfoundland celebrates it? (I couldn't)

Montserrat's reason is (what the English call ) "Irish" i.e it has a perverse, lateral, logic. They celebrate it to mark a slave uprising against Irish settlers in 1786 Smile Confused

Newfoundland is probably the most "Irish" place outside Ireland in culture . See these two sites: Site #1
Site #2

I don't know when and how it became an official holiday though. Smile
