In which two places, one an island and one a province, outside Ireland is St Patrick's Day a public holiday?

Montserrat, and the Canadian province of Newfoundland and Labrador.

Montserrat's reason is (what the English call ) "Irish" i.e it has a perverse, lateral, logic. They celebrate it to mark a slave uprising against Irish settlers in 1786
