I don't believe that is true.. some prisoners have been kept in total darkness for months at a time.. even though their eyes are sensitive at first, their sight remained intact.
I have looked around for supportive evidence of that fact and I can't see any.
I DO KNOW that kittens who have had their eyes sutured shut before their eyes open until a certain time later.. perhaps a couple of weeks, they are blind because the pathways in the brain have not been "activated".
